In its short life, the Foundation has just over 150 voluntary system investors, including all systems that are part of the Municipal Gas Authority of Georgia, Florida Gas Utility and the National Public Gas Agency. Each of those investors has voice in how their voluntary R&D investments are spent.

Every public gas system is asked to consider making a voluntary fair share investment in the Foundation. All systems are encouraged to invest at least 1.00 cent/Dth, the average historical annual investment each public gas system has made to R&D for almost twenty years under the federal mandate. For those able to invest more, they are asked to consider investing 1.74 cents/Dth, the level required in 1998 under the mandatory federal surcharge. This voluntary investment could be made through a direct payment to the Foundation or as part of gas cost.  If you choose to add an R&D surcharge to gas cost, your gas supplier would remit that surcharge to the APGARF.

Systems are free to determine their own level of voluntary Foundation investment, whether above or below the suggested amounts. On the below PDF form, systems are asked to insert their preferred multiplier in the investment calculation and choose their desired billing frequency.
